Is it possible in P6 to export a Project to an XER-File without exporting the resources and resource assignments?

Or at least without the budgested units???

It does not look like this is possible, but there is a workaround. Export it with everything, and then later, import it to a new project; and while importing, modify the default configuration (or create a new import configuration) where you de-select resources.

it's true. whole project(s) or resource or roles only are your only .xer export options.
 
but you can clean your project(s) of any resource assignments (and/or many other types of irrelevant or confidential data for that matter) by:

- copying the project(s) and then when pasting you can deselect any un wanted options in the 3 option windows you get*. one each for project, WBS and Activity levels

- export that/those projects into an .xer file


* if you don't get the 1 up to 3 paste option windows because you chose not to display them. (there's a Do not show this again checkbox for that. unless you really intend to copy-paste many items using the exact same settings, I see no reason why you should check it). but still..to reset this:

- go to Edit / User Prefs /  Assistance / (re)check the two options (settings for the new activities and new resources wizards BUT also for our dialog boxes)
- restart Primavera
